Bus
The most budget way to get from Tivat airport to other cities is, of course, by bus. Bus stops (if you can call them that) are located near the airport, on both sides of the road. Buses to Budva, Bar, Kotor run approximately every 40 minutes, but the problem is that the main flow of passengers gets off at the Tivat bus station. Therefore, there may simply not be enough space for you, and you will have to wait under the hot sun for another bus, which is already unpleasant.

The second way is to go to the bus station, which is one and a half kilometers from the airport. 20-30 minutes on foot, and you will arrive at the place. Or you can take a taxi to the station (negotiate with the locals or call the service), and then go where you need to by bus. A taxi will cost about 5 euros, do not agree to more 🙂 Near the bus station there is also a supermarket, a car rental service and a new small hotel.
There is a public transport timetable inside the bus station, so you can choose the one you want. As a rule, the cashiers sell tickets for the nearest flight, but if you are going to Herceg Novi, they can also clarify which route you prefer: via the ferry or along the bay.
We would like to point out right away that it is better to go by ferry if you want to get there faster. But to enjoy the beautiful views, we recommend driving along the Bay of Kotor.

Taxi
The most comfortable way is a taxi from Tivat airport. You can either bargain with the locals standing at the exit (it is especially good to bargain the price if you speak Serbian with them), or pre-order a car through the Tivat taxi service. On average, the fare in Montenegro is 60-80 cents/km and the fare is €1.2-2 , that is, even to Bar the trip will cost you no more than €60. It will be about twice as expensive with local drivers.
