Tolls and vignettes in Estonia

The toll system in Estonia applies only to heavy-duty vehicles with a gross vehicle weight of more than 3.5 tons. These fees do not apply to cars, caravans and motorhomes up to 3.5 tonnes.

General information about road tolls in Estonia

The toll system applies only to vehicles whose gross weight exceeds 3.5 tons. This means that larger vehicles, which normally put more pressure on the road infrastructure, must pay a toll.

Unlike trucks, cars, caravans and campers are exempt from this obligation. Thanks to this, road users traveling for tourist or personal purposes can use the infrastructure without additional costs.

Road fees for campers in Estonia

Campers do not need  a vignette  . The exception is campers with a total weight of more than 3.5 tons, registered as trucks. They are paid and require the purchase of an electronic vignette.

When paying by invoice, take into account the time required to process the transfer. The payment is valid after receipt of funds in the account of Eesti Maksu-ja Tolliamet (Tax and Customs Service of Estonia).

At Eesti Maksuja Tolliamet customer service offices:
– Possibility to pay on self-service computers via bank link or debit/credit card, excluding American Express.

At customs at Narva, Luhamaa and Koidula border crossings, at Tallinn Airport and at the Tallinn Airport Passenger Terminal:
– Payment is accepted by cash and debit/credit card, except American Express.

Refund procedure for the unused period

A person who is obliged to pay a toll can apply to the Estonian Transport Authority for a refund of the toll for the unused period in case of paying the toll for 90 or 365 days. An application for a toll refund can be submitted within three months from the moment of payment for the truck and its trailer in the following cases:

1. The truck has been deregistered or temporarily deregistered from the Estonian vehicle registration or   the corresponding register in the country of location.
2. The entry about the truck in the register is suspended.
3. The owner or authorized user of the truck has changed.

To calculate the amount of toll reimbursement, the number of unused days will be divided by the number of days allowed for road use and multiplied by the amount of toll paid.

As an exception, the right to claim a toll refund applies to a payment period of less than 90 days if the payment periods coincide for a vehicle with the same registration number.
