The German government recommends that local car registration authorities not issue certain combinations. Most of the combinations that are not recommended are related to the Nazi period in German history. For example, the district of Saxon Switzerland (German: Sächsische Schweiz) uses the name of its capital city Pirna (German: Pirna) in the prefix – PIR. This was done in order not to use the prefix SS, which is reminiscent of the military organization of the SS. The prefix SA (SA – Storm Troops) is also not used. For this reason, the cars of the government and parliament of Saxony-Anhalt have the letter code LSA (German: Land Sachsen Anhalt) on their registration plates.

In addition, it is not recommended to issue numbers with combinations of letters that denote obscene expressions or form a word with a negative connotation. For example, in Hanau (prefix HU) the combination of letters RE (German: Hure – prostitute) is not to be issued, and in Limburg (prefix LM) the combination AA is not to be issued, since this combination forms the abbreviation LM AA (Leck mich am Arsch – translated as “fuck” in the obscene register).

It is also recommended not to issue license plates with the prefixes: HJ (German: Hitlerjugend), NS (German: Nationalsozialismus – National Socialism), KZ (German: Konzentrationslager – Concentration Camp). In the event of the sale or re-registration of the vehicle to another owner (the federal state district does not change), the license plates may be changed, but may also remain the same until the vehicle is registered in another federal state district.

German license plates for classic cars have the letter H at the end of the combination. For example, K-AA 100H. To obtain these plates, several conditions must be met: the minimum age of the car is 30 years.
The car must be in its original condition and in good condition. Some types of modernization, such as the installation of seat belts or a catalytic converter, do not constitute a violation of the condition.
Special seasonal license plates in Germany have two numbers at the end of the combination, which indicate the months. During this period of time, the car is considered registered. The beginning of the period from which the car is considered registered is determined by the top number, and the end by the bottom number.

Vehicles in Germany that are exempt from road tax (ambulances, tractors, agricultural trailers, boat trailers and glider trailers) have white license plates with green letters and numbers. The owner of a trailer can be exempted from road tax on it if he agrees to pay an increased tax for the truck towing the trailer. Owners of trailers who have voluntarily placed them at the disposal of the German armed forces (in the event of a state of emergency) are also exempt from road tax.
Unregistered Vehicles in Germany have short-term license plates, valid for 5 days. The digital code begins with the number 04, for example, DD-0400. The license plate itself has a yellow stripe on the right side, on which the date, month and year until which these numbers are valid are printed. Vehicles with such license plates do not have to undergo a technical inspection, but must be technically sound. Most insurance companies take this contribution into account if the car is later registered and insured with the same insurance company.
License plates in Germany for exported cars. They are installed on cars exported outside Germany. The owner of the vehicle does not have to be a German citizen and does not have to register the car. Such plates do not have a blue stripe with the EU symbol on the left side of the license plate. Instead, a red stripe is applied on the right side of the plate and the date, month and year of the expiration of the vehicle insurance contract are indicated.

On the registration plates of vehicles belonging to the German armed forces, in the left part, instead of the blue rectangle with the EU symbol with the standard letter D, the German national flag is depicted. All plates of this type begin with the letter Y (no city in Germany has a name that begins with Y), followed by a six-digit number (or five-digit for motorcycles), for example: Y-123 456. German army vehicles are not subject to transport tax and are not insured, since the state acts as the insurer. Also, vehicles do not undergo a mandatory technical inspection, but the army services themselves carry out strict control over the technical condition of the vehicles entrusted to them, similar to a regular technical inspection. NATO vehicles located in Germany have license plates similar to the standard German army vehicle plates, but they begin with the letter X, followed by a four-digit number, for example, X-1234.
The Federal Police use registration plates that start with the prefix BP (Bundespolizei). Until 2006, the plates used the code BG (Bundesgrenzschutz) – this is still valid, and new cars use the prefix BP. The North Rhine-Westphalia police use the prefix NRW 4 on vehicle plates, followed by a four-digit code, for example: NRW 4-1234, the Rhineland-Palatinate police use the prefix RPL, etc.
These red registration plates (Wechselkennzeichen) are used by dealers for temporary registration of vehicles (for transportation). They are not assigned to a specific vehicle, but are issued to the dealer. This example (without the blue field on the left) is obsolete.
These registration plates are used by collectors of classic cars. The digital combination of such plates begins with 07. The age of the car must be at least 20 years, however, since April 2007 this figure has been increased to 30. License plates issued and installed before this date remain valid after the new rules come into force. The collector must also obtain a special certificate (for example, confirmation that the car has no criminal records). In addition, it is allowed to use one set of plates for all collector cars, provided that their removal and installation on other cars is strictly controlled (all operations carried out with the plates must be documented by the collector). However, cars with such plates are not allowed to be used in everyday operation. The presence of a document confirming the official technical inspection is not mandatory, but the car must be in absolutely technical condition in order for it to be used on public roads.

Issuance of registration plates in Germany

In each federal state there is a special agency that issues registration plates – the German Zulassungsstelle or German Kfz-Zulassungsbehörde , which literally means “vehicle approval authority”.

Before receiving license plates, the car owner must insure the car. After insurance, the person is given a special code (German: Versicherungsbestätigungsnummer ), with which he must contact the district office (Zulassungsstelle ), fill out an application and make a payment. After that, the office provides a special paper on which the alphanumeric combination of the future license plate is written. Then the motorist goes to a special shop located next to the office building (and sometimes in the same building), where the registration license plates are made. After payment, the vehicle owner receives his license plates and must go back with them to the district office, where the last stage of obtaining “numbers” is carried out – a sticker of the federal district is installed and the entire package of documents is issued.

Insurance numbers in Germany

Insurance plates (German: Versicherungskennzeichen) are issued by an insurance company and are installed on mopeds and other low-power vehicles (also on vehicles with a maximum speed of 25 km/h used by people with disabilities). These plates are smaller than regular registration plates and are valid for only one year, from the beginning of March to the end of February of the following year. These plates have replaced official registration plates since low-power vehicles began to be registered through insurance companies. There are 4 colors used for license plates: red (used very rarely and when using a vehicle temporarily), black, green, blue. The last three colors alternate every year, which makes it possible to track whether this vehicle is insured and whether it has a current license plate. In addition, the year is “printed” on the bottom line of the plate. Using the same color license plate every three years is not possible, as the police check whether this particular alphanumeric combination is valid. The format is: three numbers at the top, three letters at the bottom of the license plate. The numbers and digits are chosen in a random order, and personalized numbers are not possible.

The German exhaust gas toxicity test sticker was installed (canceled since January 2010) on the front license plate, while the vehicle safety sticker is installed on the rear license plate and since 2010 combines the functions of both stickers. The year is indicated in the center of the sticker. Black marks next to the number 12 allow police to identify from a distance when a particular test was passed. These stickers are installed on the license plate in a special way – the stickers are rotated. If you imagine a clock face, the stickers are rotated so that the number 12 coincides with the desired number on the imaginary dial. The numbers on the imaginary dial mean the numerical equivalent of the months.

Below the vehicle safety stickers and toxicity test stickers, the federal state sign is placed on the license plate, and this sign also indicates the name of the district of this federal state in which the vehicle is registered.

Stickers are made and installed on license plates in a special way that prevents them from being removed without damaging the license plate.

If it becomes known that the car owner has not paid the insurance premium for more than three months, the police will remove the federal land sign with a special device, thereby making the use of the numbers illegal and the car owner will have to wait for the insurance company to provide new license plates.

The sticker colors repeat every six years.
