The length of highways is 59,141 km. Of these, 29,210 km are asphalt roads. The length of highways is 129 km.
Toll roads
In Azerbaijan, the only toll highway is the M1 border between Russia and Baku, which is 129 km long. There are two toll collection points on the highway itself, located at the beginning and end of the toll section. There are also 4 more payment points at the highway exit: Gilazi, Siazhan, Gandob and Khachmaz.

Euro-4 standard
Since August 16, 2014, the requirements for the temporary importation of motor vehicles that do not meet the Euro-4 environmental standard, which regulates the content of harmful substances in exhaust gases, have increased in Azerbaijan.
Now, the owners of vehicles that are temporarily imported into the territory of Azerbaijan will be required to provide documents confirming the customs clearance as part of the temporary importation procedure.
This measure is aimed at guaranteeing the removal of the vehicle from the territory of Azerbaijan after the expiration of the period of temporary importation. This is due to the fact that on April 1, 2014, Azerbaijan switched to the Euro-4 environmental standard.
The list of documents submitted by non-resident natural persons to the customs authorities for motor vehicles and their trailers (semi-trailers) temporarily imported into the customs territory of Azerbaijan and not conforming to environmental norms and Euro-4 standards:
- Declaration;
- Passport;
- A document confirming the permanent registration of the motor vehicle in the country of departure (certificate of state registration);
- The power of attorney given by the owner of the motor vehicle, in case of its use by another person;
- Visa, if the vehicle is imported from countries with a visa regime or, if necessary, a temporary residence permit or a decision to extend the period of temporary stay in the Republic of Azerbaijan.

Speed limit
Standard speed limits in Azerbaijan (unless otherwise indicated on signs). Cars (up to 3.5 tons):
- in the settlement – 60 km/h
- outside the settlement – 90 km/h
- on a road with two lanes in one direction – 90 km/h
- on the highway – 110 km/h
Cars with a trailer:
- in the settlement – 60 km/h
- outside the settlement – 70 km/h
- on a road with two lanes in one direction – 70 km/h

Motorcycles:

Speed in residential neighborhoods is no more than 20 km/h.
Alcohol
The maximum permissible level of alcohol in the blood is 0.29‰ .
If the blood alcohol level is 0.3 ‰ or higher, a fine of AZN 400 (€ 211) will be imposed or the right to drive a vehicle will be restricted for a period of 6 to 12 months.
If in the event of a violation, minor bodily injury or material damage was caused, the fine will increase to AZN 700 (€368), and the restriction of the right to drive a vehicle for a period of up to 2 years.
Evasion by a person driving a motor vehicle from the examination for the verification of the state of intoxication, which is carried out in accordance with the procedure established by law, is punishable by a fine from AZN 400 to 700 (€ 211 – 368) and the restriction of the right to operate a motor vehicle for a period of up to 2 years.
Low light
Low beam is not mandatory when driving during the day and is mandatory when driving at night, when driving in tunnels and in conditions of insufficient visibility.
Dipped headlights during daylight hours must be turned on in the vehicle:
- Motorcycle, moped;
- Bus and minibus transporting groups of children;
- Vehicles moving in an organized transport group;
- Vehicles towing other vehicles;
- Vehicles carrying dangerous, heavy and oversized cargo.
A fine of AZN 30 (€ 16) is imposed for violation of the rules for the use of light devices.

Transportation of children
It is prohibited to transport children under the age of 12 on the back seat of a motorcycle or on the front seat of a car in the absence of a special device that supports the child.

Safety belts
When driving in a car, the design of which provides for the provision of seat belts, it is necessary to fasten the belts and ensure that the seat belts are fastened by the passengers.
Children under the age of 12, drivers performing a reverse maneuver, pregnant women, instructors of persons learning to drive, as well as drivers and passengers of emergency vehicles are allowed to unbuckle their seat belts in populated areas.
The fine is AZN 40 (€ 21).
Phone conversation
It is prohibited to conduct telephone conversations while driving a moving vehicle. The fine is AZN 50 (€ 26).

Petrol
In Azerbaijan, the prices of AI-80 and AI-92 gasoline, as well as diesel fuel, are regulated by the state.
Premium Euro-95 gasoline (corresponding to Euro-5 environmental standards), which is not produced in Azerbaijan, is not included in the list of goods regulated by the state. Therefore, it is sold at free prices.
Super Euro-98 gasoline is also not produced in Azerbaijan. Due to low demand, it is not widely distributed in its territory.
